The largest outage involves 344 customers in Live Oak Springs and Jacumba, where the power is not expected to be fully restored until 5 p.m. on Saturday. There are also outages in the Lake Wohlford-Skyline ranch area, Santa Ysabel, and communities in and around Descanso, SDG&E says. At 9 a.m., the dew point in Descano was at 0 degrees. It was minus 2 degrees in Julian and Campo. SDG&E says nearly 18,000 customers have been notified that they could lose powers. Those people live in: Banner Grade, Boulevard, Campo, Descanso, East Alpine, Ramona, Fallbrook, Julian, Mesa Grande, Mt. Laguna, Oak Grove, Palomar Mountain, Pine Valley, Potrero, Rincon, Santa Ysabel, Valley Center, Viejas, Warner Springs, and Wynola. The utility opened a community resource center at the Descanso Public Library, 9545 River Drive. It will be open until 5 p.m. The Santa Anas were forecast to reach their peak Friday morning, then fade into the afternoon. A red flag fire weather warning will remain in effect until 6 p.m. Forecasters are concerned about the Ramona area, where the temperature could hit 85 degrees during the wind storm. Strong winds could make it difficult to operate a vehicle. The weather service says the offshore winds are blowing all the way to the ocean in north coastal San Diego County. By 6 a.m. Friday, the winds had gusted 32 mph in Descanso, 31 in Campo, 30 mph in Cameron (along Interstate 8); 40 mph at Alpine, 35 mph in Fallbrook, 35 mph at Otay Mountain, 32 mph at Potrero.
