Unfortunately 5.5" won't do. With great caution, it is generally possible but it would make driving on these roads excruciatingly slow, 5-10mph. I looked for a lift kit for the Bolt but have not found one. If one exists, that could change the picture.

I saw new 21’ Bolts at Shelor Chevy in Christiansburg for $26-27k.  For that 
you could buy two Bolts for one Tesla3 or Y.  The ground clearance of the 259 
mile range Bolt is 5.5”.  I’ve had mine off road sometimes and tow a 5x8 
trailer for firewood etc although the manual doesn’t recommend it.  The only 
thing I don’t like is the fast charging takes about an hour , about 25KW rate 
although they advertise 50KW. The Tesla’s charge in about 15 minutes or so they 
advertise at a 150KW rate.  Not sure why Chevy hasn’t upped the KW fast charge 
rate in the 21 models.
