It's a very complicated story. As others have suggested, try reading "The Car That Could" by Michael Shnayerson.

GM is a vast corporation. It's been said that every general fights the last war. But some recognize that the situation has changed, and so can fight and win the current war. And there are a very few great generals, who can think ahead to prepare what is needed to win the *next* war.

So GM steered a zig-zag course, back and forth between the future and the past. When Stempel was CEO, he steered toward an EV future. When he was ousted, Jack Smith took over, and all but killed the EV1 program. He was a finance guy; and only interested in short-term profits.

He got replaced by Rick Wagoner, another MBA. He finished the job of killing the EV1, as well as being CEO during GM's bankruptcy.

Perhaps the "new" GM has found a few forward-thinking generals. Certainly, they have admitted that killing the EV1 was a mistake, and have gone on to produce hybrids and pure EVs. But it doesn't take much more than a bad year or two for the old generals to return to power, and go back to fighting (and probably losing) the "last war".
