Lawrence, can you trace out the circuit, or send a photo so we can see
what we're talking about?
It might be a transformer-rectifier charger with a 3-terminal voltage
regulator IC, and a pot to set the output voltage. If so, odds are that
the voltage regulator IC failed. These are fairly easy to replace.
