I am not sure about the leaf batteries in particular, but my experience with lithium batteries in general is that voltage cannot be used to determine SOC for most of the range between 20% and 90% SOC. The curve is just too flat to be meaningful. Above 90% and below 20% it gets steeper and may give some useful info.
