Plus, if there is a short in the pack, even AFTER you drop the
temperature enough to extinguish the fire, the short will keep raising
it back up and re-start the fire.
Some fire departments have a policy of "let it burn" for EV car fires if
it is not directly threatening a nearby structure (They also sometimes
attach a tow rope and drag the vehicle to an open area in a parking lot)
judging the toxic smoke to be less of a hazard than all of the water
runoff contaminated with whatever chemicals are in the battery.
[Also if it burns to completion, it is much less likely to re-ignite on
the tow truck / in the tow yard.]
