In many jurisdictions, you can "repair/replace" an EVSE or other hard wired appliance without a permit, while only creating a new circuit requires you to pull the permit.

You may or may not need/want an electrician to do it for you depending upon your confidence level. [In the same way that homeowners commonly replace an outlet without calling in an electrician or pulling a permit.]
