You need cell protection for both charge and discharge. DO NOT CHARGE without this!
Yes, the cell protection boards only draw microamps, which is usually less than the cell internal self-discharge. You only have to size them for your maximum anticipated amperage, there is no minimum. Make double-sure you hook them up correctly, many are not well documented. They need 3 connections. Most switch the negative side of the cell, so the positive will be common. But don't assume that is the case, some are made that switch positive! If you will be charging these below freezing you need one that has temperature protection as well.
