I'm not so sure about that television news report on the house fire allegedly 
ignited by a solar garden light.

Not that I doubt that it happened, but it shows a similar light being 
disassembled.  In one shot we see a fairly obvious 600mah lithium cell inside 
the light.  However, in the next shot, someone is holding a totally different 
cell, different color, different printing.

I scent a little bit of fear-mongering in the clip, but that's pretty much a 
given with television news.

That said, I agree, there's something to be concerned about here. I see 
increasing numbers of cheap rechargeable lights for sale in the budget 
stores. Many of them almost certainly use lithium cells.  They include lights 
for wall mounted indoor use!  At prices often well under 10 euros, I don't 
see how they could afford to include adequate protective circuitry.

On the other end of the caution spectrum, I can't speak for every EV maker, 
but I do know that Renault is pretty prudent about its EVs' batteries.  When 
any Renault EV is involved in a crash, they insist that the repair garage 
remove the battery and send it to a Renault battery service shop to be 
inspected and evaluated.  I know this because it happened to us.

Also, about a year ago, Renault developed a specific EV port for firefighters 
to use.  It lets them directly flood the battery in case of a battery fire 
(or threat of one).
