An easy win would be a content object per usergroup with an owner who  
can then delegate that ownership to others if needed. Maybe a link  
object, or maybe using the Maps plugin so we have a nice map of the  
world :) With a little extra effort we can have a map and a listing  
grouped by region.

I can have a go building that in a few weeks time once I get past  
pycon-au and EOFY deliverables, or if we put it out to the list I'm  
sure we can get a volunteer. Someone just needs to submit a patch to  
the plone.org code in svn right?
