In keeping with a strict interpretation of the Bug Wrangler FAQ,

removed the milestone targets from 20+ bugs while bug wrangling today.

These bugs either had no linked branch or the bug was tagged
needsrepatch or needsdiscussion, in most cases.

In one case, I removed the target because the branch submitter removed
the pullrequest tag.

In a few cases, I added a pullrequest tag, particularly if the signedoff
tag was present.

In the future, I recommend that we follow the guidelines in the Bug
wrangler FAQ and only target bugs to milestones if there is a
pullrequest tag.

I recommend that we remove the targets when removing a pullrequest tag,
unles there is a very good chance that the patch will be fixed in time
for release.

I am ambivalent on targeting bugs as release blockers, but I will note
that we have never postponed a release because of such bugs without
community/development team discussion.

If anyone has other opinions or thoughts on the matter, then feel free
to share them on list. If the discussion warrants it, we could bring bug
targeting up as a discussion at a future developers' meeting.

I am looking to build consensus here so that bug wrangling can be more
consistent and less time consuming.
