Because I am not interested in forcing a new version of OpenSRF for
Evergreen 3.14 at this time, I am inclined to push an update to OpenSRF
rel_3_3 to allow it to be installed on Ubuntu 24.04 so that it can
easily be used with Evergreen 3.14 when it is released.

We don't normally add new distribution support in the middle of a series
like this, butI think it is warranted in this case to avoid an OpenSRF
3.4 release with no additional features.
The branch that I made for OpenSRF 3.3 simply adds the prerequisite and
installation instructions for Ubuntu 24.04. It does not remove the
installation steps for Ubuntu 20.04.

Since this is a bit unusual, at least as regards our Ubuntu support, I'm
running it by this list to see if anyone has any objections or concerns.
