Kendra,
You should probably report this to your Evergreen support provider.
One thing that could cause this is if your library has a custom notice
set up in the action triggers, and there is also a system-wide notice
for the same event. Both events would run and send a notice, thus
causing two notices to be sent to a patron.
There could be other causes, but the above is the most "obvious" cause
in Evergreen. The majority of other causes could be beyond your control.
