I'm trying to figure out some behavior with the PATRON_EXCEEDS_LOST_COUNT Group
Penalty Threshold.

Right now, we have a user with a lost book. The home library of the user is
Branch A and the lost book's owning library is Branch A. I have a
PATRON_EXCEEDS_LOST_COUNT Group Penalty Threshold of 1 set for Branch A and
Branch B, (as well as System A, of which both branches are a part)

I am only alerted to the threshold being met when I have my workstation set at
Branch A. If my workstation is set to Branch B, I get no alerts when I pull up
the account.

Ideally, I'd like to see the blocking alert when I pull up this account at any
of the branches in System A, no matter where the user or material is from. Am I
configuring it wrong? Is that "Just not the way Evergreen works"?

Using Evergreen 3.7.2
