Hi Diane,

This is only available to staff that are placing holds in the traditional
catalog, and it won't show up for patrons.  The effect of the checkbox is
to immediately attempt to override anything that blocks a staff-placed hold
request, if the staff member has the appropriate permission to do
so, without asking the staff first.
