In PINES, libraries are responsible for cleanup and processing of precats. Which means some libraries take care of them as soon as they are returned and some never do. I do occasionally run reports and bug libraries about them.
If they decide to retain the precat item, they should manually transfer the item to a matching record and then make edits to the item attributes. J.
