The US would never have landed on the Moon by 1969 if they had not made it clear it was a top priority because they were terrified the USSR would get there first. How are you going to get thousands of Chinese AI researchers to spend much more time on developing their own version of Mythos to solve the problem unless they are as terrified as you are? The Manhattan project was different in that it was top-secret that the US was even working on a nuclear bomb until 1945, but everybody knows that both the US and China are working on AI as fast as they can; and the US would've never been able to get the bomb that fast if thousands of US scientists were not terrified that Nazi Germany would get the bomb first.
