Well OK it did make one but it turned out to be wrong; it predicted that there were 10 spacial dimensions and then had to introduce a fudge factor about 7 of them being so small you could never see them. The trick is not to find a theory that quantizes space-time the trick is in finding a theory that quantizes space-time AND is consistent with experiment.
