The point is that galaxies should be expanding in relation to bound systems like stars and the solar system, in a similar manner to the universe though for a different reason (so almost certainly not at the same rate). And that should be visible as we look back in time. So it's an acid test for this whole theory ... unless I screwed up, of course, which is why I was hoping people would comment a bit more cogently than the earlier reply I got (not from you)
