Perhaps that was in the minds of the people who wrote the amendment, but cannons and warships existed at the time, and they weren't listed as exceptions.

I think the phrase "to keep and BEAR arms" makes it clear they intended it to apply to individual weapons. One cannot bear a frigate or a cannon.
