As opposed to our present system where force or threat of force has never been used it its entire history.

It's still used to settle disputes between PPA's (aka governments), but more rarely where they are confined to different territories. Where they try to operate in the same territory, it's a problem, e.g. Syria, Kurdistan, Northern Iraq, Eastern Ukraine,...
