Would it have been brain-to-brain if the receiver had just tapped the subject on the head?  This is not at all transmitting an experience.  It depends on "language" , i.e. the receiving subject is told that fast flashing means rotate and slow flashing means stop.  So the fact that the "word" is imposed on brain cells instead of audio or visual cells is just a stunt.
