I saw this last night. I woke up around 2:00 am and checked out stuff and saw this. I read into a bit, but will have to finish reading later. It is a possible aspect of quantum gravitation or cosmology. I would not dismiss it, though it could recede as did Wolfram's "New Kind of Science."
