There are to my mind problems with these ideas. Microlensing put some hard 
limits on the abundance of hidden black holes as dark matter. The other 
problem is the inflationary period is not a time where BH formation would 
be at all favored. Afterwards, maybe .... , but it is still hard for the 
world was pretty homogeneous. 

I think the best candidate for these 30 to 60 solar mass black holes are 
pop-III stars. These were the first stars composed of largely transparent 
hydrogen. These stars might be a sort of hyper-star Feynman and Wheeler 
considered with a black hole in their center. These may have then served to 
fuse a lot of material and generate heavier elements. The interior black 
hole is initially formed as the hydrogen does not scatter the radiation 
back much, but where after the BH forms there is an accretion disk with 
fusion that both generates heavier elements and feeds the BH. What is left 
are these intermediate mass black holes.
