Ultimately there are no laws. There is no law-giver. We might notice the term law was used in the past, but no longer. What we used to think of as laws are really patterns in nature we codify in mathematical structures. It is evident that what might be thought of as laws in one time turn out later to be some approximation within a more comprehensive theory.
