Putin blowed up one of his own sats in orbit last November.

my view is that yeah there is opportunity for cooperation, but with Putin as
chief, there never will be. He sees weakness and sees  it as an opportunity.

Subject: Russia and the International Space Station

Russia controls the part of the International Space Station that includes its
engines used to adjust its orbit, Dmitry Rogozin, the head of Russia's space
agency, made this threat about what would happen if the west does not cooperate
with Russia's invasion of Ukraine.

"If you block cooperation with us, who will save the ISS from an uncontrolled
deorbit and fall into the United States or Europe? There is also the option of
dropping a 500-ton structure to India and China. Do you want to threaten them
with such a prospect? The ISS does not fly over Russia, so all the risks are
yours."
