I sent this patch a few days ago but I wasn't subscribed to the list and it seems to have gotten lost in the moderator queue. Anyways, it seems I'm not the only one who has run into this issue, so here is my patch for adding pan-scroll support on one/two button mice/tablets

I've added a "Pan mode" switch the ev-view which swaps buttons 1 and 2 when active. For me this makes evince much more usable on the tablet.
