At the moment, I think it cannot be used on Windows. From what I understand (but I might be wrong) from: http://msdn.microsoft.com/en-us/library/cc144118%28v=VS.85%29.aspx it seems that on Windows a thumbnail should be generated by a thumbnail handler, which should be a COM object. I guess the evince-thumbnailer code could be a starting point for such a COM object.
