I guess no developer has time yet to do it. Take into account
that evince developers are volunteers.
It seems that Hib Eris has help you with your patch, so I think probably
he'll be the one who finally will accept the patch and commit it.

I really don't understand what you mean by through Git. The
preferred way is that you use a local branch and then submit your
patches in bugzilla using git format-patch as it seems you are
already doing,
so that should be enough.
