Getting dvi to work in Evince on Windows can be difficult. You will need to have TexLive installed first. After you installed that, try to run evince from a command prompt and see if it gives an error. (if you cannot find your Evince executable, try re-installing it choosing 'advanced install' and remember the folder where you chose to install it in).
