For this to work, you must have the theme installed. 
There is probably a package for you distribution.  In Debian the package is
called clearlooks-phenix-theme.

Totally agree.  The default set-up is barely usable.  The scroll bars are
broken and so is the menu bar.  Luckily the scroll bars can be fixed, but
it's not a good user experience when the user is required to fix the
interface.  Also you can't expect novice users to be able to fix it.  Like
you I'm simply a user, not a developer.
