IMHO all information about the filters; for remote servertypes like Exchange, OpenGroupware.Org, IMAP, ...; should be stored on the server.
Small sidenote: OpenGroupware.org is not a mail server. It just has a web mail client which does IMAP4 and a web interface for editing Sieve scripts if Cyrus is used.
OGo stores the filters in an own format and "publishes" the settings to Cyrus if the user edits a filter.
best regards, Helge
