In fact, it would be much better if you filed bugs at Evolution's bugzilla (http://bugzilla.ximian.com) about every specific problem.
But as you've got the right to report bugs, evolution developers have the right to be treated with respect, and, IMO, saying in a public forum that 'evo developers dont care about arabic' is a lack of respect to the Evo developers.
