I'm not sure it was done intentionally. However, nobody complained about it when the proposal for the new context menus was made. Nobody complained about it when the patch was being re-iterated so that it could go in, either. Nobody complained about it, until it was in, and we made a release. I've already made a patch though, to solve the issues, and posted it in bugzilla, and JPR has been advising distributors to ship the patch. I believe he has been keeping it out of the tree, as it would at this point be a UI change and require release team and etc... approval to put in 2.2. The plan was for me to commit the change to 2.3 as soon as the tree opens back up more.
