In preferences, in the calendar tab
u need to select the information which u want to publish (calendar or
freebusy information), and from the location tab
Service type: Select WebDav (http) or if its FTP protocol choose public
FTP or FTP (with login).
Server: www.myserver.com
File: /home.ics

Give the username and password.

This is with respect to evolution-2.5.x. If you using 2.4.x, it would
not be possible to publish through a ftp protocol AFAIK. You can publish
freebusy information using http protocol in evolution 2.4.x.
