No, it's not random - but it's not good. As far as I can remember it comes from the time when the components of evo were individual applications, and the calendar application did have it's own idea, not only of the presentation of dates & times, but also it's own idea and implementation of timezones. This still persists in 2.12 and has been the cause of problems when timezones change their definition (distros always forget to update the evo definitions). I think I saw somewhere that 2.22 uses the system TZ info now.
