Both gnome and KDE have an applet to perform this function. In gnome, it's called Character Palette; you put it on a taskbar in the usual way. Then you select the character you want and copy it into Evolution or whatever. There's also an application called gucharmap, which does similar things. I don't remember what the situation is in KDE, but it was there in KDE 3.
