Preferences->Autocompletion and tick the address books you want to use. See also Preferences->Mail Preferences->Automatic Contacts. Note that this list is fine for discussing problems and ideas, but enhancement requests should be posted on http://bugzilla.gnome.org under the appropriate topic (Evolution/Mail or whatever).
