Try to experiment a bit, e.g. ask your correspondent to send you a message from Hotmail with only a single JPEG attachment, try the same thing with other correspondents on Hotmail, etc. Then report a bug to Bugzilla. In the meantime, you should be able to drag and drop attachments from the original message into the forwarded one.
