Are you sure, you did the backup correctly? Can you do the backup again 
on your old machine?
Then, on the new machine, follow the instructions in the FAQ link. 
Evolution needs to be shut down. Does that procedure go well?
If you are sure, that it is only this one folder which creates problems,
try to import this mail folder using evolution's import feature (from
the file menu). The mail folders are under
~/.evolution/mail/local/<folder>

Patrick just gave you a link in the FAQ. There recently has been
done a patch for this problem. See

If you are able and willing to build evolution from source, there is 
a version for 2.28. at
https://bugzilla.gnome.org/attachment.cgi?id=162143.
I would be willing to assist you in building evolution.
