I just checked and on my system, ~/.config/evolution is indeed used (at
least on my system). I know this because I deleted it, opened the
client, and saw it repopulated.

As for ~/.local/share/evolution, I see now that everything is in there.
The reason why I was confused was I saw that the addressbook folder was
empty, despite having a list that I could see in the GUI. I realized
that the database just hadn't flushed itself to disk after I imported.
