In the meantime, I to made some progress.

As that thread was apparently sleeping in libsoup. I replaced my stock
2.31.92 libsoup with a fresh 2.33.90 version. 

It appears to be MUCH better or maybe even flawless now. 

Also one of the intermediate CHANGES file for libsoup says:

Changes in libsoup from 2.32.1 to 2.32.2:
        * Fixed a regression in 2.32.0 that caused evolution-exchange
          to get stuck and stop updating. [#634422]

This may be important for quite a few people, as libsoup 2.31.92 is the
latest version in Ubuntu 10.10!
