Have you tried creating a new Linux account on the box and configuring
Evo from scratch on that new account?  Does it exhibit the same
behaviour?  (Sometimes the upgrade procedure can introduce mis-matches
in configurations - this will eliminate that possibility.)

What about running Evo from the command line: do you get any diagnostic
messages?  You could also look at how to get debug info from Evo here
http://projects.gnome.org/evolution/bugs.shtml - you will got lots of
output, but you should be able to see the chatter to the POP3 server and
at least see if it is a network issue.
