[Realizing that this sentence also hides a question.] :-P For local accounts (e.g. POP) the message filters that are defined under "Edit > Message Filters" are applied automatically to any new messages that are in the inbox on the mail server whose new messages get downloaded to the "Inbox" folder under "On this Computer".
