Almost certainly.  It's not a configuration problem.

If it's a bug, then you need to file it in Bugzilla - if you don't do
that, then it's highly unlikely it will be fixed.  First though, search
to make sure it hasn't already been reported, if it has, add a comment
to the bug to raise its profile so that it comes to the attention of the
developers.  If you can't find a similar thing, then create a new bug.
In either case, it's usually recommended that you tell this list the bug
ID so that if anyone searches the list archives for a similar problem,
they can find out if it's been fixed.
