Hi,
the "403 Forbidden" is returned by the server. The last time I saw it
was with an issue with the OAB URL (the previous tab on your screen
shot), it should end with "/oab.xml". If it didn't for me, then
I get the same error when I try to "Fetch List" like you.
If it'll not help, then run evolution like this:
$ EWS_DEBUG=2 evolution
and then click the Fetch List. It'll show where it tries to get the list
of your GAL books (yes, there can be more defined on the server), and
possibly shed a bit of light on it.

P.S.: Your image attachment was not shown in 3.6.x, which I fixed in
evolution for 3.6.3+/3.7.4+ :)
