As upstream developers, Milan and I periodically publish source code tarballs. In an open source project, the source code IS the product. http://projects.gnome.org/evolution/download.shtml It's also part of our job requirement as Red Hat employees to create binary RPM packages from these source code tarballs for Fedora users. Beyond that, it's up to software distributions to... ya know, distribute software. Some distributions do a better job at keeping up than others.
