They're understaffed, as all distros are, and I think some of their maintainers don't trust us. Evolution is probably also less of a priority since it's no longer Ubuntu's default mail client. Granted we've dropped the ball ourselves on occasion in the past, which may be where the distrust stems from, but I'd like to think our recent track record has been markedly improved.
