It's not what the user needs to do, it's enough to give the user
permission to use the path and only to tell Evolution to use this path,
simply make /home/user/.../mail a link to /root/...

Correct, but that's not important for some users, there's no Linux
police doing a drumhead trial, the user is free to set up a Linux any
way (s)he likes.

Correct and that's the reason why the OP would do himself a favour when
running Evolution by the user, at least for test purpose, to see if the
issue goes away ;).
