Yep, in any case - it is not a bug in evolution, but a bug in the
distributions packaging or configuration.

It would be a good test to 
  (1) Login
  (2) Open the Seahorse application
  (3) Unlock the keyring [via Seahorse]
  (4) Start Evolution

 ... then are their keyring related issues?  Then we know the keyring
was unlocked.  

The gist is the keyring has to get openned / unlocked by somthing
somehow.  If the platform gets in the way of that happening....
